Previously,
Sebastian had set up the Duvalier Foundation, an institution created around
a wealth of business and investments. In the later events of "Cities
of Angels," Sebastian gives three-fourths of the company to Fernando,
wanting him to take over his active role in the business enterprise, as Sebastian
goes underground to focus more on the World of darkness that concerns him
and his primary talents. At that point, it was stated that Sebastian still
owned a quarter of the company under a bogus name. However, now those shares
of Sebastian's will be sold, and bought by a larger conglomerate, of which
Sebastian intends to purchase, again under a different bogus identity.
Fernando, for his part, was told to break up the DF and make it less noticeable, but he was not told hold how. Now, in late winter of nineteen-hundred and ninety-nine, using his business know-how and crafty nature, he came up with the scheme to break the Duvalier Foundation's interests into three different sets. In doing so, it would appear as if the DF were selling their local business interests to other corporations. This is true on paper. Yet what is really being done, is that all three are then going to be bought out by a larger conglomeration, which Fernando mostly, but with Sebastian's aid, hold a substantial, slightly majority, stock investment in.

All three of these individual corporations are owned by Harbinger Associated. The breaking up of the businesses and the making it seem as if they were bought from the DF makes it seem as if they were gone. The idea is to make it exceedingly difficult to track the economic trail. Yet Fernando and Duvalier have pieces, through HA, of all of them.
