Tessek

Tessek was there when Luke Skywalker and his friends slayed Jabba the Hutt, his previous employer; he was impressed both by their audacity and skill. It was a lesson he took to heart. Tessek moved swiftly to consolidate Jabba's power under his own aegis. Things were largely at a stalemate within the civil war-torn palace until Fabius Kane interfered to bust out the Max Rebo Band. Tessek captured Kane and had him slated for death at the hands of EV-9D9. Luckily for Tessek, Kane was rescued by the Gamorrean, Gartogg, and later accomplished his mission. This was "Lucky" because the damage Kane did blasting his way out with thermal detonators largely affected Tessek's competitors. Taking advantage of their confusion, Tessek quickly ended the civil war.

After that, it was a matter of consolidating all of Jabba's other resources under him. Tessek did such a good job, the new Emperor offered him the open post of Head of Imperial Intelligence. Tessek accepted. What he controls and what he knows now are mere speculation.
